How to sew a tulle under-skirt

Quick way to sew an under-skirt to make a dress more puffy and “cupcake-like”. I’m using two kinds of white tulle, a white elastic ribbon and white thread.

wouldnt it make the skirt puffier if you pulled on the elastic while sewing the fabric, then close it?

wow i really want to make this. do you think it would be possible to add another layer of fabric on top to make it just a skirt, and not like a petticoat type underskirt?

Well, other than taking classes in junior high (like a million years ago), I am self taught. So I’m no pro, but I get the job done.
I love your voice and your creativity its so inspiring makes me want to start sewing again but alas my machine is back home. Did you take a sewing class to know the basics of it or did you teach yourself?
